What are the fundamentals of establishing a pre-school nursery?

My wife and I are thinking of establishing a pre-school nursery and we need to know the best practices in this respect.
Thanks for your concern.
Mainly Curriculums and activities that parents would like to have in the nursery.

As far as what? Curriculums? Classroom size? Teacher to Child Ratios?

I'd like to help, but could you be a little more specific?
